Located in Sacramento, California, OTCD provided information on California and federal legislation affecting young children from 1971 through 2014. Focusing on child care and development programs providing early care and education, OTCD followed current legislative efforts relative to child protection; child safety; education; health, mental health and disabilities; nutrition and public assistance. The newsletter closed down in 2015, and in 2022, OTCD Publisher Alex Cooke, graciously agreed to support EveryChild California in helping carry on the proud tradition of ECE advocacy and information provided by OTCD.
