The Ending of Hold Harmless
A Community Connections Webinar

On June 30, 2025, the Hold Harmless provisions that have supported center-based programs since the start of the pandemic will expire. While we do not yet know how contracts will be earned in FY 25-26, based on certified enrollment or attendance, we know that CHANGES ARE COMING.
Be proactive and prepare your agency for all possible contract-earning outcomes.
Many decisions have not been made about when the alternative methodology will be implemented and to what level the true cost of care will be funded. With all of these uncertainties, it will be vital that you and your staff understand all of the components of earning your contract to minimize any impact to your operations.
Join EveryChild California and Monarch Link on Wednesday, May 7 from 9:00 – 11:00 AM for a vital webinar that discusses strategies on changes to contract earnings. Our expert panel will guide you through key topics, including:
-
Reimbursement limits & service level earnings
-
The difference between child days of enrollment and attendance
-
Adjustment factors and the end of the “Flex Factor”
-
Building sustainable enrollment plans
-
Advocacy efforts underway — and how you can get involved
Whether you're a site supervisor, administrator, or program director — you need to be in this conversation.
