What is ECE Voices Prep?
Each month, EveryChild California will share a quick and simple update about what is happening at the State Capitol. We will explain where we are in the budget and lawmaking process, what early care and education issues are coming up, and why they matter for children, families, and providers. This prep will help us all for when we connect on our ECE Voices Leads calls, so that we all have the foundation of knowledge we need to do effective grassroots advocacy.

Second house committee work

Second house committee work means that bills that were written in one “house” (either the Senate or in the Assembly) move to the other “house.” First, each bill will stop in either Senate or Assembly rules committee where staff will assign them to the committees that will study these bills carefully and coordinate their hearing date.

Trailer bill language

Trailer bill language is legislation that gets moved hitched like a trailer, to the budget as the budget is passing. It is a way to move legislation outside of the traditional legislative process. EveryChild California sends in a response to every proposal that concerns our members. While the final due date for trailer bill language feedback is June 12, 2026 that doesn’t actually mean that more trailer bill language cannot be added. EveryChild California will be keeping an eye on trailer bills that come after that deadline - they may be small technical changes, or this is also the time when more controversial trailer bill language

The final budget deadline is June 15, 2026 - though it can wrap up earlier than that.
