EveryChild CA Information: May Revise and Budget Updates
Governor Newsom is expected to release the 2026-27 May Revise on Thursday, May 14, 2026. The May Revise updates the Governor's January budget proposal with revised revenue projections and adjusted spending priorities.
You can watch the Governor present the May Revise live on his office's YouTube channel, as he has done in past years. Once released, the May Revise budget documents will be available on the Department of Finance website.
EveryChild California will analyze the May Revise's impact on early childhood education and send a detailed analysis in the coming days. Key areas we are monitoring include CSPP funding levels, CCTR allocations, potential cuts or restorations from the January proposal, and implementation timelines for policy changes.
California Budget Outlook
Recent data offers cautious optimism; income tax collections are running $3.3 billion above the original $30.5 billion forecast, and a strong stock market adds further upside. That said, significant pressures remain, including inflation, potential federal funding cuts to child care and other programs, and constitutional obligations to fund the state's rainy day fund and schools. As a result, any positive revenue news is unlikely to be reflected in this budget cycle, though it may signal stronger budget health in the future.
CSPP Program Structure
EveryChild California is actively engaged with Senate budget staff who are working to move non-Prop 98 CSPP programs under the Prop 98 umbrella. We have gathered member feedback on this proposal and will keep you informed as negotiations progress.
Assembly Budget Road Map
The Assembly released its budget "Road Map" on May 12, 2026, identifying child care as "a critical part of education" and "a consistent Assembly funding priority." However, it does not include specific early childhood education proposals or policy changes beyond maintaining baseline funding.
As budget negotiations continue between the Assembly, Senate, and the Governor's office, EveryChild California will keep advocating for early childhood education priorities and keep you informed every step of the way.
The constitutional deadline for the Legislature to pass the budget is June 15, 2026. Budget negotiations between the Governor's office, Senate, and Assembly will intensify over the coming weeks. EveryChild California will continue engaging with legislative leadership and budget committee staff to advocate for early childhood education priorities.
