When Fear Knocks: Standing Up for the Safety of Early Learning Communities

Fears about the psychological and physical safety of the families we serve have become an increasingly painful reality for many in the early childhood field. This concern was poignantly illustrated in the recent LA Times article, Child-care providers brace for a painful scenario: What if ICE comes knocking? (2025). Many child care providers working with families of mixed immigration status are taking precautionary steps to protect both themselves and the children in their care. These efforts range from limiting outdoor play to creating safety plans in the event of an emergency.

A Growing Concern for Safety in ECE

While there is guidance available, such as not opening the door without a warrant, the article and the lived experiences of some of our members suggest that enforcement actions can be unpredictable and, at times, appear to fall outside established legal norms. The article also highlights a concerning silence from institutions and associations representing the early care and education field. However, we are proud to note that EveryChild California’s own Sarah Soriano, Executive Director of Young Horizons Child Development Centers, courageously gave voice to the deep confusion and fear being felt by many. "There’s not a response to what do you do if they try to take a child,” she said. One staff member even asked whether she would be arrested for physically trying to hold onto a child. “The absolute terror that they want to instill, they’re succeeding.”

When I joined EveryChild California, it felt like coming home. After years of engaging in policy work that at times felt removed from the real-world challenges faced by children, families, and providers, I found a community committed to equity and deeply grounded in care. Every conversation, every advocacy campaign, and every story we amplify is rooted in a belief that those who nurture and educate our youngest children deserve support, respect, and protection.

We recognize the very real fears faced by providers and are actively working to better understand the policy landscape, elevate the concerns of our members, and identify meaningful ways to offer guidance, protection, and resources.
